Conditions: CAB (2.4m x 43m), CAD Gates/barriers (setback 7m), CAE, CAJ (car parking to be provided in full prior to store opening), CAP (as per dwg 05 rev G by Corun), CAT, CB3 Informatives: I11, I09, I45, I08, I05, I14, I49, I54, I52, I51, I47, I37, I36, I35 Hereford City Council submitted their comments one 12th January 2024 stating that they have no objections; Dear Heather Hereford City Council Planning Committee has no objection to planning application 231703 however have comments. Whilst Councillors regret the loss of this hotel and tourism facility, they appreciate the need for an economy food store and associated employment south of the river which will be popular with local residents. Councillors have considerable anxiety about another unregulated junction on an already busy road and feel the proposed design is not respectful of the local environment. Which is what this letter (attached) states.... We had a petition signed from over a thousand local people as well as over 228 objections, which like ourselves was down to the main concerns over traffic congestion and safety of people using the notorious A465 Belmont Road. There were just 12 letters submitted in support of the application. The original application was withdrawn and a new updated application was submitted in June 2023 (P231703/F). This next part is interesting, Did you know? ALL of the original letters of objection and support together with a petition with over 1,000 signatures against the application cannot be taken into account even though the overall application is more or less the same - 'Demolishing the Hotel and building a Lidl supermarket' (We appreciate that the drive-thru coffee shop was removed and a few other tweaks made to the new application). We are confident that planning consultants know how to work the system because now the letters of objection or support are clearly going to be hugely diluted, which is the case with 41 objections and 10 letters in support as of the time of this topic 20th January 2024. 🤔 The A465 Belmont Road is renowned for daily traffic congestion. There is also a speed enforcement camera located directly opposite the entrance to the hotel which was installed for a reason! It will be interesting to see how this develops and we will highlight these issues which are only going to become much much worse with this development. Steve Major Posted January 20 Report Posted January 20 Since the original planning application was withdrawn and new application submitted the Three Counties Hotel is accommodating over 100 Asylum Seekers while their applications are processed, which proved to be very controversial, so now a lot of people prefer a Lidl rather than a hotel full of asylum seekers. If you think the traffic is bad now it will be relentless once building work begins and eventually the new Lidl is fully operational. 1 Quote
K.Butt Posted March 9 Report Posted March 9 This was always going to get passed. The whole planning application is a complete farce. I agree with all of the above comments. Companies submit planning applications knowing it will cause local upset, then once all of those objections are submitted like in this case, original planning application is withdrawn and a new one submitted and now all of a sudden there is a huge drop in objections because the people who objected think they have objected already. The Belmont Rd is possibly the worse road in Hereford and approving yet another supermarket at this location is beyond a joke. Herefordshire Council planners have a lot to answer for with this one! We cannot get a 'traffic lights out trial' yet exiting a Lidl supermarket and turning right (onto one of the busiest roads in Hereford A465) and crossing the carriageway, which is the direction of oncoming traffic and hoping that the traffic heading southbound or vehicles waiting in the little filter lane turning into Lidl's will giveaway is ok though... It seeks planning permission for a temporary storage container to be sited each year from November to January. It is proposed that it be located on land within the delivery yard to the north-west of the superstore, which is accessed from Abbotsmead Road. It would have an area of 28sqm, stand 2.7m tall and comprise the appearance of a shipping container albeit be internally fitted out as a refrigeration unit. A previous application (073649/F), for the installation of two temporary refrigerated storage units, was refused on the grounds of highway safety. Relevant Site History: 073649/F - Installation of two temporary refrigerated storage units – Refused on 21st December 2007 This was refused DELEGATED DECISION REPORT APPLICATION NUMBER 214561 Tesco Supermarket, Abbots Mead Road, Belmont, Hereford, HR2 7XS Transportation – No highways objections – no conditions required Environmental Health Officer – I would advise that over the years we have had numerous complaints from local residents about noise caused by various sources at this supermarket. This premises is in a very sensitive location being located at very close proximity to residential development. The positioning of these temporary refrigeration units provides another possible source for the generation of unacceptable noise whilst they are in position. I note from neighbour representations that this has been raised as a concern and I would concur with this view. There is no mention in the application as to what level of noise will be generated or as to how any unacceptable levels will be mitigated. I would therefore recommend that this application is refused unless an acoustic survey is provided that demonstrates what level of noise will be produced and if this level is unacceptable what mitigation measures will be put in place to ensure that noise from them will be adequately controlled. I would recommend that the acoustic survey uses the methodology provided by BS 4142:2014 Methods for Rating and Assessing Industrial and Commercial Noise (as amended A1:2019), however it should also specifically consider low frequency noise and vibration. _________________________________________________ If Tesco couldn't put two temporary containers on their site, I can't see how the council can approve a large supermarket. An update from the council's transport manager confirmed that “no capacity issues are shown to occur” on the A465 even in a “worst-case scenario”, due to the “generous” new planned lane for cars turning in to the supermarket. H.Wilson Posted March 25 Report Posted March 25 I watched the recording of the meeting. Chairman and some others wanted this to go-ahead, every time a councillor objected he was on them!! Some bullying going on there in my view. There is going to be some problems when this is built and some bigger problems during construction. Quote
