The council's planning committee approved the scheme – which includes two four-bedroom and two three-bedroom detached houses as well as a three-storey apartment block – on land east of Brockington House and the former council chambers. The committee heard there were a number of individual and group Tree Preservation Orders affecting the site, which is also within the Hafod Road Conservation Area. Councillor Terry James highlighted a particular tree planted some time ago in memory of a young council officer who tragically died. He was given assurances that all possible would be done to locate the tree and either retain or replant it. Cllr Anthony Powers added: "I was surprised to see this was still council-owned land, which is why it's come to committee. I understood it had been sold and the capital receipt was in but obviously not." The scheme was unanimously approved." The above taken from the Hereford Times 7.11 16 which is no surprise and as long as it is sympathetically done will be a good job done. However what does surprise me is Anthony Power's comment that it was at the time of the meeting still council owned property. Is it normal practice for planning to be applied for prior to paying for the property? A classic case of pass it or you don't get your money You do not have to own a property to submit a planning application. It is quite normal for people to agree to buy land etc. subject to getting planning permission. So if what they want to build is refused they don't buy the site.
