These supposed 'fines' handed out are merely invoices, often unenforceable, and it's a Wild West out there - many private parking firms are frankly cowboys. Consumer Rights Moneysupermarket advice A landmark court case here In short, a private company has no legal basis for issuing another party a penalty or fine. Parking on private land is instead covered by contract law, and the parking company would argue that by displaying signs and parking on their land constitutes a contract between the driver and themselves, assuming that you actually saw their notices in the first instance. The terms of these car parks typically says that if you break it, then you will be issued with a Parking Charge Notice (typically £40 to £100, often with discounts for early payment). However, to be absolutely clear, this is not a fine or a penalty backed by statute. It is more akin to an invoice requesting payment. Don't ever think of private parking tickets as "fines". They're not. These companies have no official right to fine you, though they may try to make you think they do. All they're doing is sending you a notice for what they deem to be a breach of contract. It isn't the ability of private companies to issue tickets in itself that's a problem. It's the unstructured system which puts unnecessary power in potentially unscrupulous hands.

Have you ever had a penalty charge notice placed on your car windscreen for parking in a Supermarket, KFC or private car park by some company who attempts to claim money from you by making these invoices look like some sort of parking ticket? I hate these SCAMMERS! Because in my opinion that is what they are, so I have decided to put together some articles and advice on what to do if you have a speculative invoice placed onto your car windscreen and links to various other sites offering similar advice. It is down to YOU, whether you decide to accept this advice but at the very least it will give you options that you may not thought were available. Information for you guys: I had parked in the car park opposite the Sweet Chilli Indian Restaurant at 8pm on Sunday night the 29th of May (This is the car park along side the Black Lion pub) There was nowhere to park on the main road and I was only popping into the Indian to collect my meal, however, 10 minutes later when I came out some little **** has placed an SPECULATIVE INVOICE disguised as a parking ticket/parking charge notice on my windscreen. I love these so called tickets/parking charge notice, it said I had a received a penalty of £100 but this was kindly reduced to £60 if I paid it within 30 days, yeah right! Normally I would ignore these scammers! But I decided to appeal to POPLA using their online appeal of which the details are printed on the penalty notice and you can also find their details on many forums including moneysavingexpert forums. I appealed to Corporate Services with this letter for a laugh: This was their standard response: Long story short - I decided to appeal to POPLA and guess what, I won my appeal!! Once POPLA allow your appeal the scammers have to cancel their penalty immediately. This is the response from POPLA Accessor: Personally, I would just IGNORE these private companies completely!! But I just wanted to explore what happens when you follow the correct procedures and advice given and you can see the result for yourselves.

  9. It was hardly used because it was always closed or people were confused over which couple of hours it was open and manned from my understanding. Personally I think the government have cut back on the policing budget too much, it is not too bad if you live in a city but I feel for the smaller rural communities. No easy answer.

  13. Police Counters to Close in September according to this article in this week's HT. So what's the point in having these police stations? They spend all that money building the one in Newton Farm, which has hardly been manned since they day it opened, it's more like a glorified police car park. Cost cutting gone a little too far in my opinion.
  14. I was surprised to see that they had cut down and removed this huge ween today, but then I looked again, yes they have cut it down, but why the hell didn't they remove it? Jesus! This is just going to grow again, can't they just complete a job properly for once? How difficult is it? Now they are going to have to go back at some point...

  19. Parking tickets from the council I view differently to those private scammers issuing speculative invoices, however, this does seem unfair, one rule for one and turn a blind eye for another, good argument here though I would think.
  20. Oh I totally agree, you can purchase cheap tobacco and cigarettes from many sources I just published this one as I was in town the other night and photographed the raid first hand.
  21. Interesting HT article but I notice the 1.30am barrier is still the main obstacle! It will be interesting to hear the outcome but it's clear to me that it's even a struggle to get a licence until the 1.30am threshold let alone beyond it!
  22. A couple of guys were taken off in the police cars along with the bags of tobacco taken from the Kurdish owned Zabka shop in Eign Gate Hereford.
