Wards affected Countywide Purpose To consider a notice of motion concerning an urgent matter. Recommendation THAT: the motion below is debated and determined by Council. Motion (Proposed by Councillor Jim Kenyon, Seconded by Councillor Jonathan Lester) We ask that the temporary infrastructure measures brought in across the county to encourage cycling and walking be debated at the full Council meeting on 4 August 2020 and in light of the debate the executive is asked to reconsider its decision to implement the temporary measures. Reason for urgency As the changes to the road network may have an adverse effect on the day to day activities of businesses and residents it is important that this matter is debated at the next council meeting. The Guardian - Sun 26 Jul 2020 Coronavirus outbreak at Shropshire caravan park confirmed Twenty-one new cases of Covid-19 have been identified at the site in Craven Arms The council fears the number of cases at the site, which is in the town of Craven Arms, will continue to rise before infection control measures start to take effect. All residents at the site who have come into contact with one of the people who have tested positive have been asked to self-isolate with their households for 14 days. The 21 people who tested positive for coronavirus were asked to self-isolate for at least seven days from the time they started showing symptoms or from when they received their positive test result. A testing centre has now been set up on a nearby business park, and everyone living on the site has been offered a test. The centre will be open for the next two weeks between 10.30am and 3.30pm and those living nearby can book a test online via NHS Test and Trace or by ringing 119. A playground close to the caravan park has also been closed to help reduce social contact and the risk of transmission.

Important tax news for businesses and individuals: HMRC Making Tax Digital to continue rollout in 2022 Financial secretary to the Treasury Jesse Norman said: “We are setting out our next steps on Making Tax Digital today, as we bring the UK’s tax system into the 21st century. Making Tax Digital will make it easier for businesses to keep on top of their tax affairs. But it also has huge potential to improve the productivity of our economy, and its resilience in times of crisis.” There are currently 1.4 million firms signed up to the MTD programme – a figure which the government said includes 30% of the sub-£85k-turnover businesses that have not yet been mandated to do so. A total of six million VAT returns have been filed digitally by these companies. The programme will be extended to all businesses and then to individuals, government has announced HM Revenue and Customs has unveiled plans for the completion of the rollout of the Making Tax Digital programme, with the scheme being incrementally extended from 2022. As of the beginning of the 2020 fiscal year on 1 April 2019, firms with turnover in excess of the £85,000 threshold have been required to file their quarterly VAT returns via the digital platform. From 1 April 2022, all VAT-registered companies must switch to Making Tax Digital, regardless of the value of their sales. And, one year later, the programme will be extended to any individuals filing self-assessment income tax returns for annual business or property income in excess of £10,000.

I received this email yesterday from a friend: Hi Martin I know it was a while ago but many thanks for the photo you sent to us on the 19th June and it has took me all this time to say thank you and to say the view from Jacky's room with the garden is first class. I have been looking after Vivienne over the last 6 weeks. We possibly mentioned during the phone conversation before receiving your email that Vivienne was under the weather with loss of appetite smell and taste, dry cough, no energy and out of breath but no pain anywhere. During this time and since Vivienne could not do anything other than sit around and sleep in the daytime but not at night, so I was full time (and still are) house husband. (MG - At this point I decided she had Coronavirus, but apparently not) Subsequently she managed to get an appointment with her doctor after I kept on to her and was sent for for a blood test and chest X-ray, resulting in being given a weeks course of antibiotics which did nothing. The x - ray by the way showed some "slight" shadowing on each lung which was put down as congestion and blood tests questionable but no cause for alarm and it was arranged for a further blood test in two weeks. After the second blood test we had a phone call the next day from the surgery to say Vivienne was to report to A&E immediately. However, we insisted to seeing the doctor before we went and it transpired that her Kidney function was out of control and that her Lungs were infected. Vivienne then spent 6 days at Kettering hospital under going many tests. She was transferred last Friday at 6.00am to the Renal Unit at Northampton with the cause of her illness being diagnosed as Vasculitus. A virus that attacks vital organs usually through the small veins and arteries and immobilises your immune system. This is said to be a rare disease and it is not known how you get it. I am pleased to say she feels in her self like back to normal but is under intense treatment to stabilise her and get her back to full lon term health. Sorry we haven't replied before but I am sure Vivienne will phone you when she is back home which maybe this weekend with back up by nurses visiting and telephone consultations etc. We sincerely hope Jacky is improving further with your care and that you are bearing up and apologies for a late response. Our sincere best wishes to you both Vivienne & John How many of these Covid cases other than flu and Influenza could be Vasculitus?

So if you are computer literate you can work from home. Looks like we are going to have a bunch of sofa sitting bureaucrats. So all the offices become redundant after spending millions on them, but you can guarantee there will plenty of expenses going in for home office equipment. Doctor's surgeries going the same way - the personal approach is being dismantled for technological changes saving a couple of billion quid. So far Coronovirus has cost us £195 billion (up to 9th July) and Jeff Besoz the world's richest man, can take home in one day £10bn to add to his fortune. -

Well said Bobby. We are certainly living in a mad house where common sense is in short supply. Your post is worthy of inclusion into The Slog. Will you allow me to do it for you I am sure you will get a good reponse. By the way I have heard that from the beginning of August the government want us to hop around alternately on each leg on alternate weeks.

Having got acknowledgements to this complaint but no action I have decided to clear up the mess and trust that either Muir or Balfour Beatty will pick up the mess. Let's see how long it takes. Our local councillor, Bernard Hunt needs to get Muir, Connexus and Balfour Beatty to sort this ongoing problem out. I have spoken to the owner of the house about ownership and responsibility of the verge and hedge and I am getting a different story from him to that plied to me over the years.

In The Daily Express today: Found two boxes of these Mosa N2O Cream Chargers (2 Boxes of 24) under the hedge in Muir Close last June - first time I have come across them. Reported these to Balfour Beatty as I didn't know what to do with them. No advice so far. Do I throw them in the recycling bin as they are pressurised containers?

Hereford recycling centre closed after car hits pedestrian Hereford's recycling centre has been closed today (July 21) after emergency services were called to the site this morning following reports of a collision between a car and a pedestrian. Emergency services are currently at the scene, please avoid this area if possible.

I believe a private contractor cut the hedge. This area has always been confusing as to who is responsible for the highway verges, trees and open spaces. The verge with this hedge on was the responsibility of the council, although the grass cutting was undertaken by Muir Housing up to a few years ago. Muir Housing then arranged for Hereford Housing to cut the verge and other open spaces surrounding Muir Close. Certain trees come under the council and others under Muir. These areas known as ransom strips allow these bodies to charge service fees to residents to maintain them. There is a strip of grass behind the garages and opposite Sherborne Close which is rarely cut - I wonder whose job that is?

Somebody has cut the hedge on the highway verge in Muir Close and failed to clean up after them. This is the second time that the verge has been left untidy this year and will most probably result in me again having to tidy it all up and taking the waste to the local tip. The state of the kerbs with weeds growing out of them are a disgrace throughout the estate, but no one is really interested in keeping the environment clean. No doubt coronavirus will be the excuse for doing nothing this year, but its about time the council, Balfour Beatty and the Housing Associations sorted this matter out. I have been here 20 years and it is a perennial problem. The same goes for the trees in the area - getting too big and blocking light from people's gardens and houses.

Agenda Council - Friday 17 July 2020 10.30 am Item 7: AMENDMENTS TO THE CONSTITUTION To agree amendments to the constitution relating to the Health and Wellbeing Board and new pavement licensing legislation Pavement license appeals 14. On Thursday 25 June 2020 the Business and Planning Bill was introduced by the Government, this is being fast tracked through Parliament and anticipated to be law by the end of July 2020. The Bill amongst other matters introduces a new form of pavement licence which will allow food and drink businesses to put tables, chairs and temporary counters etc. on the “highway” outside their premises for their customers to use. 15. This new pavement licence will replace the current highways amenity licence for a temporary period until 30 September 2021. The new licence process will be streamlined in terms of determination. It is currently proposed that there will be a 5 day consultation/publicity period followed by a 5 day period for a decision to be made. If the application is not determined within the 10 days then it will be deemed to be granted. All licences decided on and granted will be valid for a minimum of 12 months. A deemed licence will not be valid beyond 30 September 2021. 16. Licences will be subject to national conditions and locally determined conditions, which will need to be justified. 17. There is not a proposed statutory right of appeal for decisions made on pavement licences under this proposed legislation therefore the draft guidance on pavement licences (outdoor seating proposals) published by MHCLG on 25 June 2020 suggests that councils “may wish to consider the scope of an internal review process, for example permitting appeals to their Licensing committee”. 18. It is suggested that the appeals will be conducted on the same basis as licensing hearings. 19. As the legislation is not yet in force, it is suggested that authority is delegated to the monitoring officer to include this function in the licensing subcommittees functions if no right of appeal if provided for in the legislation. A quick check on 192.com brought up 29 active businesses for Fruit And Vegetable Producers in Herefordshire. How many of these have been checked and tested. Also this article appeared in The Independant pertinent to Herefordshire fruit farm workers. Not a good read.
