In The Guardian today: The establishment consolidating their position within the New World Order. Davos Word Economic Forum starts next week. Over 40 heads of state and government, as well as 2,500 other leaders from business and society will convene at the 45th World Economic Forum Annual Meeting, from 21 to 24 January 2015 in Davos-Klosters, Switzerland, to discuss The New Global Context. This context consists of 10 global challenges affecting the world today: environment and resource scarcity; employment skills and human capital; gender parity; long-term investing, infrastructure and development; food security and agriculture; international trade and investment; future of the internet; global crime and anti-corruption; social inclusion; and future of financial systems. Current affairs, such as the escalating geopolitical conflicts, pandemics, diverging growth and the new energy context are on the agenda as well. Participants also include more than 1,500 business leaders from the Forum’s 1,000 Member companies, 300 public figures as well as recognized leaders from other Forum communities, including Social Entrepreneurs, Global Shapers, Young Global Leaders and Technology Pioneers. Representatives from international organizations and civil society, as well as religious leaders, cultural leaders, academia and the media will also participate. And also Prince Andrew. At least he will keep the child abuse inquiry in the public's mind even if the government want it forgotten. All committed to improving the world. I don't think so.

Report here about Herefordshire Council considering the proposals for a joint property vehicle (JPV) with Worcestershire and the alternative options for commissioning of property services. Part of the government's instruction for regionalism of services and management of key services. Strangely the council appear to be wary of it, although there is mention of putting in place a partnership agreement with a private sector partner while retaining an intelligent client/strategic asset management capability within the council. Is that a call for the return of a Hereford Futures type organisation?

Article in the Hereford Times about Council's links with youth project. They didn't take much attention as they gave the organisation £14,500 several months later (10th August 2011 to 2xl Youth Projects Ltd), Mr Snowzell was a director of this body. Council also paid £1.700 21st January 2011. First published Monday 21 March 2011 in News Petition questions Herefordshire Council's links with youth project

More details here Cambo: The hubs have been carefully chosen to best serve the rural and geographically diverse population that live in Herefordshire. An appointment can be made by calling the patients regular GP number and requesting an appointment during these times, calling 0800 121 7221 or by calling 111 and requesting a Taurus extended hours appointment. Details of the appointment will be made available to the patient’s regular GP. Hereford Hub Wargrave House Surgery 23 St Owen Street Hereford Herefordshire HR1 2JB T: 0800 121 7221 M: 07876 473629 Dr Paul Harris GP, from Belmont surgery in Hereford said: 'This pilot is popular with patients and staff alike. It demonstrates that we can see patients in a convenient location for them and share records in a secure way with local GPs’ surgeries. This is helping develop additional capacity in a system that is under pressure.†There is great stress on patients allowing their medical records being stored and accesed by others. The Local Health Record Network (LHRN) Currently patients’ health records are not available outside individual GP’s practices. If a patient needs to seek medical care when their own GP practice is unavailable, the onus is on them to remember all the relevant details. By making health records accessible to other medical professionals we believe the quality of healthcare patients receive will be improved. The LHRN covers the 24 GP practices in Herefordshire. It is planned to go live on 1st July 2014 when health records will be made available to approved, local healthcare providers via Data Sharing Agreements between individual practices and 3rd party organisations. All staff accessing these records will have undergone appropriate training and will be properly accredited by Taurus Healthcare Ltd.

I can't see this is any different to politics where the masses vote for the party which says it will lead them to the promised land and then dumps them in desert. Maybe this is where the million voters Milliband says are lost have turned to for succour - its a big market. The young are obviously going to be attracted to it and that is the approach these churches take judging by their websites. I notice there is mention to participants becoming change agents on their leadership courses.

The organisation is registered as a charity with an income of £498,000. More details here. They have links with this American church who have provided funds for them. NewSpring Church In 2010 the Academy students were instrumental in building a link with a church in South Carolina, USA, called NewSpring Church. Over the last year this relationship has grown in quality and commitment. On two occasions NewSpring has given a substantial gift to Freedom Church in order to promote the work that Freedom is doing in reaching other nations. In Februay 2013, they announced that they would be offering sufficent financial support to continue to strengthen the staffing infrastucture of Freedom over the coming months and years. The Freedom Church Trustees are incredibly grateful for and humbled by this support.

Changes to Hereford City Bus Services from 31 August 2014
megilleland replied to megilleland's topic in Open Forum
Thursday 15 January 2015 in Hereford Times Letters These cuts must affect a lot of people, ie those working in the supermarkets, hospital and care homes. Good business for the taxi companies if you can afford the fares. Not much imagination from either the bus companies or the council in providing a decent service. Newton Farm is cut off after 7.05pm during the week, no point in going out if you can't get back - not very good for our businesses providing evening meals and entertainment. -
Cllr Jim Kenyon Q&A Balfour Beattie Contract
megilleland replied to Colin James's topic in Open Forum
Balfour Beatty doesn't appear to be in the limelight lately. Looking at the latest Council expenditure and contracts information Balfour Beatty Living Places 01/09/2013 to 31/08/2023 - Contract length £200,000,000.00 - Estimated whole contract value 10 year contract at £20,000,000 a year The only expenses I can find are for the last 4 months below Expenses for £3,575,856.86 December 2014 £4,316,424.45 November 2014 £4,453,926.25 October 2014 £4,520,091.03 September 2014 £16,866,298.59 in 4 months So it looks as if they are going to spend the yearly allowance within 5 months at this rate. I know the government gave the council some extra money for the roads, but should this not be shown as a separate figure. How much was given to Balfour Beatty prior to the dates above considering their contract started on 1st September 1998 - nothing is shown? Can any councillor elucidate or have I completely missed the point?- 54 replies

Entry allowed? The number of local authority staff with the power to enter your home or workplace. A Big Brother Watch report January 2015 A Freedom of Information Request was sent to all UK local authorities on the 25th January 2013. We asked how many officers had the power to enter a home, and also how many had been disciplined in 2009, 2010, 2011, and 2012. Of the 433 local authorities in the UK we received a 99% response rate. Only Hackney did not respond fully. A further 22 could not provide usable information, generally for lack of information recorded, or the request potentially exceeding the standard cost and time limits for an FOI. Key Findings All results are for the years 2009 to 2012 unless otherwise indicated. A full list of local authorities is available in table 2 and 3. * There are more than 19,375 local authority officials with powers of entry, in 429 local authorities. * This is an average of 45 local authority officials with powers of entry in all 433 local authorities. * 2 local authorities have more than 500 officials with powers of entry * Northumberland (541) * Leeds (527) English Unitary Authorities: Herefordshire Number of officials with powers of entry - 65 Big Brother Watch can be found here.

Fraudulent banks, utility companies and corrupt courts
megilleland replied to megilleland's topic in Open Forum
Guy Taylor was in court yesterday (14th January). Facing a new judge, who has now instructed that the original documents concerning the sale of Bodenham Manor be produced. The pressure is back on the CPS, bailffs, police and new owner to justify themselves in their actions. A point that came out of the hearing was that Guy Taylor cannot cross examine the owner in a trial, but must do so using a solicitor. However he can personally cross examine the baliffs and the police witnesses. The new trial date is 8th and 9th February, although the 9th and 10th was mentioned. Guy Taylor recounts the days proceedings here on UK Column today or view in the archives here. -
Debating this in Parliament today: Geraint Davies speaking in debate today said: A column by George Monbiot this week arguing that the investor-state dispute settlement (ISDS) provisions are undemocratic in Transatlantic Trade and Investment Partnership (TTIP). Sounds like a good deal for anyone in business. So if the consumers do not play ball and reject their wares - lets sue the government for the shortfall - don't want anyone to be out of pocket.

She still hasn't got her daughter back months after being cleared at court. What's going on? -
Published in Hereford Times News by Bill Tanner They were going to have to find an extra £750,000 to freeze council tax and they say they could not do that. What about the £1,000,000 underspend for their "change management" or does that mean the change is going into management's pockets. What about the parking charges of nearly two million pounds - is this going towards more bottled water and biscuits? It is interesting how all the areas that the council under took in the past have been whittled down, through out sourcing, to just 3 areas. With all the money being sucked out of the locality by non elected quangos including the LEP and private companies on lucrative contracts. You just feel that your pocket has been picked again.

Alternative financial systems: Transforming Finance Manifesto from Positive Money The 2015 general election will take place nearly seven years after the financial crisis of 2008, yet the root causes of the crisis have barely been addressed by mainstream politics. This week the leading civil society groups working on transforming finance are calling for this to change. A Manifesto supported by 11 organisations, which include Positive Money, Share Action, NEF, Finance Innovation Lab and FoE, is setting out the five major changes that the next government should put in place to create a finance system that serves the needs of society, environment and the wider economy. Read the Transforming Finance Network Manifesto Put simply, we’re asking for: * more diversity in banking, using the Competition & Markets Authority investigation in retail banking to accelerate growth in mutuals, peer-to-peer lending, community and stakeholder banks * more responsibility in financial markets, encouraged by joining the EU Financial Transaction Tax (FTT) designed to curb unnecessary speculation * more transparency in savings and investment, backed by a new Responsible Investment Bill * more sustainability through the expansion of the Green Investment Bank into a broader state investor akin to those in other developed countries such as Germany, France and Japan more democracy by asking the Bank of England to carry out a review of all monetary policy options available to government and central banks to influence the allocation of credit in the interests of the whole of society and the economy, and a debate over these options in parliament. Each of these recommendations is backed by a specific campaign with its own coalition of support, but together they form the pillars of a new, sustainable approach to finance. When public outrage at the failures of the financial system was at its height during the Occupy protests, the challenge posed was “what is your alternative?†In the years since the crisis, civil society has begun to show how to create a financial system that is democratic, responsible and fair. Critics have argued that a sovereign money system, in which banks are unable to create money, would not be flexible enough to meet the needs of an economy. In response, this paper explains the range of policy options that mean that a sovereign money system can be as flexible – or inflexible – as authorities would like it to be. Worth a try, but I can't see the banks agreeing to this.

This government is still hell bent on restricting our democratic principles under the guise of protecting us from threats of terrorism, when in reality it is the government who wants to protect themselves. The latest evidence comes from not only Paris where all our lreaders rushed to be seen supporting free speech when in reality they were discussing in private how they can keep the pressure up in restricting our rights. I thought politicians served their country and citizens and not to control and restrict their freedoms: Just before Christmas the Spanish government introduced a new gagging law (Ley Mordaza) with punitive fines for causing and taking part in protests. Closer to home with Theresa May in Parliament yesterday stating that: and also in UK: Government agency intervenes after reporter barred from taking notes in magistrates' court. While in Hereford Guy Taylor was back in the Magistrates Court yesterday defending his principles.

We have had LED street lights for over a year in our street and I find them ok. I have just reported one which remains on during the day. You can easily report faulty street lights to the Council here on this map showing all the street lights in the city. Just click on the street light in your street and fill in a few points. The grey street lights shown on the map are maintained by other authorities ie Herefordshire Housing.

Railways: passenger franchises Standard Note: SN1343 Last updated: 8 January 2015 Author: Louise Butcher Section Business and Transport This is one of two notes on rail passenger franchising. This note sets out the terms of the various rail franchises in England and Wales and cross-border franchises with Scotland. It does not cover the ScotRail franchise in Scotland, which is devolved (see: SPICe briefing 08/38). A second note, SN6521, sets out in more detail how franchising works and the franchising policy of successive governments. Train operators map
