Article in the Guardian today about the findings of the National Audit Office, which last week published a report highlighting the fact that more than half of councils in England are at of risk financial failure within the next five years. Note in the September expenditure figures that Balfour Beatty was handed £4,520,091.03 out of a monthly expenditure of £19,115,388.06. The monthly expenditure appears to be going through the roof. It usually runs between 10 to 15 million pounds a month. I wonder if this council is going to be amongst those above heading for trouble. I suppose it doesn't really matter as they will leave it for someone else to sort out after the elections in May 2015.

  6. Gibraltar is a British Overseas Territory located on the southern end of the Iberian Peninsula at the entrance of the Mediterranean. Today its economy is based largely on tourism, online gambling, financial services, and shipping. In 1967, Gibraltar enacted the Companies (Taxation and Concessions) Ordinance (now an Act), which provided for special tax treatment for international business. This was one of the factors leading to the growth of professional services such as private banking and captive insurance management. Gibraltar has several positive attributes as a financial centre, including a common law legal system and access to the EU single market in financial services. One of the primary characteristics which define a tax haven is the absence of tax or a very low tax regime. Tax haven Gibraltar imposes a flat low tax of 10% on all offshore business companies or Gibraltar nonresident companies. All offshore companies incorporated in Gibraltar are obligated to pay an annual license fee to the government. The annual fee is set at a fixed rate.

Appendix 1 - Draft Protocol re Recording at Public Meetings of the Council RECORDING, PHOTOGRAPHY AND USE OF SOCIAL MEDIA IN COUNCIL MEETINGS: PROTOCOL AND GUIDANCE The Openness of Local Government Bodies Regulations 2014 allow reporting at meetings of the council which are open to the public to attend (such as Council, Cabinet and any committees). Reporting includes filming, photographing and making an audio recording of proceedings at a meeting, and also any other means, including social media, for enabling a person who is not present to see or hear proceedings at a meeting as it takes place or later. Reporting is not permitted where the public have specifically been excluded from the meeting in accordance with lawful requirements. If this is the case an explanation will be given of those reasons by the chairman at the meeting. The regulations do not permit oral reporting or commentary on a meeting as it takes place if the person reporting or providing the commentary is present at the meeting. The reporting of meetings should not disrupt the business of the meeting. If it does the person reporting can be asked to stop doing so and if they do not, they may be asked to leave the meeting. The reporting of meetings is subject to the law and it is the responsibility of those doing the reporting to ensure they comply.   10. Hereford Times News 20th November 2014 Slowly society is moving into a world of police state regulation, after considering evidence presented by a range of experts and interested parties. In Scotland it is planned that every child will have a dedicated social worker to keep an eye on the parents. And Herefordshire Council expect us to believe that they didn't instigate proceedings and present evidence to a secret court - it just happened, but then if anything goes wrong, there is no one to blame is there.

  17. 19th November Hereford Times News by Bill Tanner I didn't think they would enter into the spirit of the law, just twist it to suit their circumstances.
  18. One of the problems that an eastern route around the city would have to contest with is the flood waters. The obvious route would need to be right up against the urban fringe out of the flood plain. Here is the Environment Agency flood situation for the east of the city. The security of the water meadows is of prime importance and a solution could be a road elevated over the meadows on single piers which would cause minimum damage to the ground and allow water to move freely. it doesn't have to be way up in the air, above water level and able to allow farm vehicles to pass under. If well designed it could be an elegant structure sweeping across the countryside. Look at how the Victorians built structures ie bridges and viaducts and are still used and have now become national monuments. Any causeway would be a disaster as it would hold water back that naturaly drains slowly away. An elevated road could take the route east of Bartestree towards the A438 and provide a bypass for Mordiford. But how much would this cost? Where does Jesse Norman's route go and what are the costs for this route?
